Not the 90s, but Sleep Dealer is a Mexican film about a global computer network that allows labourers to operate robots on American construction sites without having to enter the US. Water is the most valuable resource and there’s also a wall on the border. There’s a scene with some old ladies dancing to someone like Beyoncé to give you an idea of the time setting.
